In Scotland, trade effluent consent for sewer discharge is issued by Scottish Water. Environmental permitting for discharge to watercourses or soakaways is regulated by SEPA, not the Environment Agency. Discharge to the Clyde or its tributaries without a SEPA licence is a criminal offence.
