Working at Height Regulations 2005 — Ground-level gutter cleaning satisfies the WAH hierarchy by eliminating ladder access for routine maintenance.
RIDDOR — Falls from ladders during gutter cleaning are RIDDOR-reportable. Ground-level operation removes this risk.
Environmental Permitting — Gutter debris and contaminated water must not enter surface water drains.
