The Health and Safety Executive has banned dry cutting of engineered stone and government inspectors are actively visiting more than 1,000 fabrication workshops and construction sites across England, Scotland and Wales. What has the HSE banned?
The HSE has prohibited dry cutting, dry grinding and dry polishing of engineered stone — primarily quartz composite worktops containing 90–95% crystalline silica by weight. Dry cutting generates respirable crystalline silica (RCS) dust at concentrations that can exceed the workplace exposure limit (WEL) of 0.1 mg/m³ within seconds of starting work. Silica causes silicosis — an irreversible, progressive and potentially fatal lung disease. There is no cure.
The ban applies to any dry mechanical processing of engineered stone. It does not matter whether the work is in a workshop or on a kitchen installation site. It does not matter whether the cut is a quick trim or a full panel section. The prohibition is absolute.
Who does this apply to?
- Worktop fabrication workshops — CNC cutting, trimming, edge profiling and polishing of quartz and engineered stone slabs
- Kitchen fitters — on-site sink cutouts, scribing, adjustment and installation of quartz worktops
- Bathroom fitters — shower tray trimming, composite panel adjustment, quartz vanity top installation
- Stonemasons — natural stone cutting, grinding and dressing where high-silica stone is processed
- Tilers — porcelain and natural stone tile cutting on construction sites and in workshops
- Flooring contractors — stone floor grinding, polishing and surface preparation
What does compliant extraction look like?
There are two compliant control options under COSHH for engineered stone work — on-tool water suppression or H-Class dust extraction. For most fabrication and installation operations, H-Class extraction at source is the practical solution.
H-Class means EN 60335-2-69 Class H certification — 99.995% filtration efficiency at 0.3 micron in a fully sealed system. The sealed system requirement is critical: a vacuum that leaks at filter housing connections, motor bypass or hose joints returns RCS-contaminated air to the operator's breathing zone even if the filter itself is rated H14. The whole system must be sealed, not just the filter.
M-Class extraction — 99.9% at 0.5 micron — is not adequate for sustained engineered stone fabrication. Auto-clean filter is also essential — fine silica dust clogs filters rapidly and a machine that loses airflow as the filter loads will not maintain WEL-compliant extraction performance during a full working shift.
What the HSE inspector will look for
- Whether dry cutting is taking place — immediate prohibition notice if it is
- Whether H-Class extraction or on-tool water suppression is in use and connected at source
- Whether the extraction equipment is switched on and functioning during the work
- Whether a COSHH assessment has been completed for engineered stone work
- Whether LEV examination records are current — COSHH Regulation 9 requires examination and testing at least every 14 months
- Whether RPE is available and whether operatives have been face-fit tested
Non-compliance with an immediate prohibition notice is a criminal offence. The HSE has the power to stop work immediately where dry cutting is occurring or where no adequate control measures are in place.
The LEV examination requirement
Under COSHH Regulation 9, local exhaust ventilation equipment — which includes your H-Class dust extractor when used for RCS control — must be thoroughly examined and tested at least every 14 months by a competent person. The test results must be recorded and kept for at least five years. If an LEV system fails examination, work that generates RCS must stop until the system is repaired and re-examined. Correct H-Class extraction specification for engineered stone
For a single-operator fabrication or installation setup, the minimum specification is a compact H-Class extractor with auto-clean filter, sealed H14 HEPA, and direct tool connection for angle grinders and polishers. For multi-station fabrication workshops running continuous CNC, trimming and polishing operations simultaneously, a higher-output H-Class unit with greater airflow and longer filter service intervals is the correct specification.
